The concept of political development holds a significant position in the realm of politics. The process of shaping cultural development requires long-term changes, where its formation in each society follows its unique historical trajectory. Examining the political, social, and economic dimensions of development, alongside its cultural aspect, is of particular importance. This study aims to investigate cultural independence and the cultural barriers to development in Iran, as well as to present practical and theoretical strategies regarding the current state of cultural development in Iran. The findings of this study indicate that neglecting Islamic values and the cultural principles of the Islamic Revolution, while reverting to Western and tyrannical culture, would result in a revolution devoid of Islamic substance and identity. Therefore, senior revolutionary managers must prudently plan and develop policies to address these cultural barriers. The foundation of an exemplary Islamic society and the cultivation of the ideal person, in line with the cultural aspirations of the Islamic Revolution, are achieved through elements such as cultural independence, public welfare provision, strengthening public piety, and the realization of Islamic civilization. Thus, special investment in cultural matters is of paramount importance to achieve these aspirations.
